To: The Secretary, Dept of Animal Husbandry and Dairying Through: Member Secretary, CCSEA Sir/Madam, I place on record my strongest objection to the Draft PCA (Laboratory Animals) Rules, 2026, and urge their withdrawal. 1. Procurement needs a verifiable chain of custody. Community, rescued and shelter animals must never supply labs. 2. Ethical scrutiny must be independent. No institution should approve its own experiments. 3. Replacement must be enforceable: non-animal methods first. 4. Biosecurity risks need explicit assessment. 5.
